Reuters) - The Federal Reserve ordered Goldman Sachs Group Inc to hire a consultant to review practices of a former mortgage subsidiary on Thursday and said it plans to assess a monetary penalty for wrongful foreclosures.
The Fed's crackdown sent Goldman shares down 3.5 percent on Thursday, even as the bank announced that it had completed the sale of Litton Loan Servicing LP, the mortgage-servicing business at the heart of its foreclosure problems.
Litton's regulatory troubles stem largely from the practice of "robosigning," in which bank employees signed foreclosure documents without reviewing case files as required by law.Many large banks, including Bank of America Corp, JPMorgan Chase & Co, Wells Fargo & Co and Citigroup Inc, have been targets of probes by state and federal regulators over the same issue, in the clean-up after a world financial crisis triggered in large part by bad mortgages in the United States and bonds backed by those loans.The Fed cited "a pattern of misconduct and negligence" at Litton in announcing its enforcement action against Goldman.

LONDEN (AFN) - De London Stock Exchange (LSE) voert overnamegesprekken met LCH.Clearnet, het afhandelingsbedrijf waar NYSE Euronext een belang in heeft. Dat heeft de LSE vrijdag bekendgemaakt. Volgens de Londense beurs, die het 2 maanden geleden niet lukte om de Canadese effectenbeurs TMX in te lijven, bevinden de gesprekken zich nog in een vroeg stadium. LCH.Clearnet wikkelt de effectentransacties af op de beurzen van Euronext en Londen. NYSE Euronext heeft een belang van 17 procent in de onderneming. De rest van de aandelen is in handen van de klanten, waaronder tussenpersonen en effectenhuizen. LSE is niet de enige in de race om LCH.Clearnet in te lijven. Ook Markit, een specialist in derivaten, en het Amerikaanse Nasdaq OMX zouden interesse hebben. LSE wil graag een vinger in de pap bij het afhandelingsbedrijf om niet onder te doen voor de concurrenten.

Nonfarm payrolls were unchanged, the Labor Department said on Friday, the weakest reading since September. Economists had expected a gain of 75,000 jobs. The report underscored the frail economy and kept fears of a recession on investors' radar."The economy is slowly grinding to a halt. The problem, however, on the policy side is that I wonder whether the numbers are truly weak enough to galvanize a political response," said Steve Blitz, senior economist at ITG in New York.
U.S. stock index futures extended losses on the data, while Treasury debt prices rose. The dollar extended losses against the Swiss franc, but rose against the euro. Adding to the weak tenor of the report, nonfarm employment for June and July was revised to show 58,000 fewer jobs.

Reuters) - U.S. securities regulators have taken the unprecedented step of asking high-frequency trading firms to hand over the details of their trading strategies, and in some cases, their secret computer codes.The requests for proprietary code and algorithm parameters by the Financial Industry Regulatory Authority (FINRA), a Wall Street brokerage regulator, are part of investigations into suspicious market activity, said Tom Gira, executive vice president of FINRA's market regulation unit."It's not a fishing expedition or educational exercise. It's because there's something that's troubling us in the marketplace," he said in an interview.The Securities and Exchange Commission, meanwhile, has also begun making requests for proprietary algorithmic trading data as part of its authority to examine financial firms for compliance with U.S. regulations, according to agency officials and outside lawyers.The requests by SEC examiners are not necessarily related to any suspicions of specific wrong-doing, although the decision to ask for it can be triggered by a tip, complaint or referral.According to interviews with attorneys, traders, industry executives and regulators, the unusual requests for algo code and other computerized trading strategies really ramped up this year and have targeted stock-trading firms such as broker dealers and hedge funds.It has alarmed some traders who are afraid their "secret sauce" -- intellectual property sometimes developed over years and at great cost -- could get into the wrong hands, especially when SEC and FINRA examiners leave for the private sector."I'd be disappointed and upset" if they asked for code, said a high-frequency trading firm executive who declined to be named. "I mean, are these people all going to work at the SEC forever?"
